AI GOVERNANCE · HUMAN JUDGMENT · DECISION ARCHITECTURE

Intelligence that shows you
where judgment is needed.

CipherBasis is developing an intelligence architecture for complex, evolving problems where evidence, uncertainty, competing interpretations and human consequences meet. Research and publication are applications of it, not its boundary.

The system doesn’t produce a predetermined answer. It helps identify where human judgment is necessary.

GOVERNED INTELLIGENCE

Five things that must never blur together.

Most AI-assisted work fails at the seams: an inference reads like an observation, a guess is carried forward as a finding, a recommendation becomes an action without anyone deciding. The architecture keeps these five apart, and records which one every statement is.

OBSERVATION
What was actually seen or recorded, with its source, date and integrity. AI can help retrieve and organize it.
INFERENCE
What follows from the observations if the reasoning holds. It is labeled as inference, and its reasoning is shown.
HYPOTHESIS
A candidate explanation that can be tested and could be wrong, stated with what would prove it wrong.
DECISION
A choice between possible futures that the evidence alone cannot make. A named person makes it.
AUTHORIZED ACTION
What is actually done, by someone with the authority to do it. Nothing executes on an AI output alone.
PROVENANCE

Origin, integrity and lineage.

Provenance covers the evidence and every interpretation built on it, including what an AI system said and what it was given. Anything that cannot be traced to its origin is marked as such, not quietly relied on.

AI’S PLACE

Inside the architecture, not above it.

AI investigates, compares, interprets and proposes alternatives. It does not own the evidence standards, the state or the decision, and it never silently becomes the final authority at a consequential point.

THE PATH

A problem advances. It is not answered once.

Complex problems do not end in a report. Conditions change, evidence arrives, someone decides, and the situation that follows is different. The Path is how CipherBasis carries a problem through that sequence without losing what was established along the way.

State is preserved

What was established at each point is kept as it was. A later change is a new state, never a quiet correction of the old one.

Decision points are found, not assumed

The architecture looks for the places where evidence, interpretation or a change in conditions can alter which futures remain open, and marks them.

Feedback enters as new evidence

Human interpretation, outcomes and later observations feed the next state. They add to the record; they do not rewrite it.

Uncertainty stays visible

What is unknown or contested is carried forward with the state instead of being smoothed away by a confident summary.

ILLUSTRATIVE EXAMPLE · HYPOTHETICAL · NOT A CLIENT ENGAGEMENT

A board must decide whether to switch a core vendor while regulatory guidance is still unsettled.

OBSERVED
Contract terms, usage data and the current guidance text, each with its source and date.
INFERRED
AI-assisted comparison suggests the alternative costs less over three years. Marked as inference, with its assumptions listed.
HYPOTHESIS
Switching cost is lower than the team assumes. It fails if a pilot migration runs well past its estimate.
DECISION POINT
How much disruption risk to accept while the guidance is unsettled. The evidence cannot settle that; it depends on the board’s obligations and tolerance. The system flags it and stops there.
DECIDED BY
A named person records the decision and the reasoning behind it.
NEXT STATE
Pilot results and any new guidance enter as new observations. The earlier state is not edited; the change is shown against it.

The system did not hand the board an answer. It showed the board which part of the choice was evidence and which part was theirs.

THE BOUNDARY

Where reasoning can settle it, and where it cannot.

Some questions have answers that formal reasoning can establish. Others stay open because the future is unknown, the information is incomplete, or the choice belongs to someone who must live with it. The architecture separates the two, so neither is mistaken for the other.

FORMAL REASONING CAN ESTABLISH
  • ◆Arithmetic, definitions and unit conversions
  • ◆Whether a conclusion follows from its stated premises
  • ◆Whether a figure matches its source
  • ◆Whether two records are consistent with each other
IT CANNOT, AND A PERSON MUST
  • ◆What an organization values, and what it owes others
  • ◆How much risk is acceptable
  • ◆What is not yet known about the future
  • ◆How other people will respond
  • ◆Any choice that carries human consequences
HUMAN JUDGMENT AND THE HUMAN LOOP

Two different things, kept distinct.

IN EVERY RUN

Human judgment is part of the core process.

At each decision point a named person judges, authorizes and answers for the outcome. Their interpretation and the results that follow become part of the record and inform the next state.

OPTIONAL

A Human Loop review goes deeper.

A separate, retrospective look at how a particular decision was actually made: which evidence carried weight, which alternatives were considered, where the structure shaped the result. It is used when the stakes or the pattern warrant it, not by default, and it examines recorded decisions and structure, never anyone’s psychology.

WHO IT MATTERS TO

For people who answer for the decision.

CipherBasis is an intelligence practice first. This architecture is what makes its work distinct, and it is developed and applied on CipherBasis’s own work first. Client work stays confidential.

Advisors

Using AI in research and client communication, and needing each view to show its evidence and what would change it.

Institutions

Organizations whose AI-assisted work has to be explained to a board, a committee or the people they serve.

Founders and builders

Teams putting AI into a decision workflow who want evidence rules and decision rights designed in from the start.

QUESTIONS

Plain answers.

What is AI governance?

AI governance is the set of rules, records and decision rights that determine how AI is used in work that matters: what evidence it may rely on, what it may conclude, who checks it, and who is accountable for what is done with the result. CipherBasis treats it as part of the analytical architecture, not as a policy added afterward.

What does human-in-the-loop mean in practice?

A named person, not a process, holds the decisions that carry consequences. AI can retrieve, calculate, compare, interpret and propose alternatives. At a consequential decision point it does not become the final authority; the architecture marks the point and returns it to a person.

What is a decision point?

A decision point is a place where evidence, interpretation or changing conditions can alter which futures remain open, and where the evidence alone cannot settle the choice. Finding these points is one of the main jobs of the architecture.

What is the Path?

The Path is CipherBasis’s concept for advancing a complex problem through successive observations, decision points and changing conditions while preserving state. Each stage is kept as it was, and new evidence and feedback inform the next stage instead of rewriting the last.

What is a Human Loop review?

Human judgment is part of every run of the core process. A Human Loop review is a separate, optional, deeper look at how a particular decision was actually made, used when the stakes or the pattern warrant it. It examines recorded decisions and structure, not anyone’s psychology.

Is CipherBasis an AI compliance or certification vendor?

No. CipherBasis is an intelligence practice. It does not certify AI systems, issue compliance opinions or give legal advice.

Does this depend on a particular AI model?

No. Models are interchangeable reasoning tools that work inside the architecture. The evidence rules, the distinctions and the decision rights stay the same when the model changes.

Does CipherBasis provide investment advice?

No. CipherBasis is a software developer, signal publisher and consulting firm, and it is not a registered investment advisor. Nothing on this site is investment advice.
